A fat tire has far more air volume, so it carries the same load at much lower pressure. Running a fat tire at road-bike pressure makes it bounce and lose traction.
More of the combined rider and bike weight sits over the rear wheel, especially with a rear hub motor or a loaded rack. Splitting pressure by actual load keeps both contact patches sensible.
That figure is the casing maximum, not a target. Running at max usually gives a harsher ride and less grip than a pressure matched to your weight and surface.
